Just note that this is philosophy, and a bit of struggle with not-so-immediately-obvious abstractions may be ahead, though not so very very much. History shows the limitations of such thinking. It must have the means within itself, the idea and the resources, to immediately seize power and assert a new order, one which Badiou declares must be communism.
Basically, nothing has changed. It’s authority legitimized, the collective subject that is the historic riot can thus impose an expression of general will on the population.
